860 pto shaft is broken off.

I'm sure you have an FO-20 manual.
Have you considered reading the section on removing/replacing the pto shaft?
Has pictures and text that will make you understand better than we could what you are up to.

remove 4 bolts around pto shaft.

Step 3
PULL see what comes out!

Further steps depend on what comes out????

PS Ultra is right, you need a manual to do this right.
 
depends on where / why it broke, but assuming it broke aft of the inter sump seal between the hyds and difft, you can pull the bearing carrier and both piece out and repalce as an assembly for about 120$ and 15 minutes of work, plus 2 oil sump drains.

if it was a real nasty break and was around the pto engage dog clutch.. you might run into some problems removing the front spline.

just hope yer luck at it was a clean break and not a twist in splines or a break right after the tranny

IIRC, if you have a steep hill and good brakes and are willing to work on it while it"s parked nose-downhill, you don"t necessarily even have to drain anything....
 
Not true on anything later than the 8N due to multiple sumps (unless you have CNH 134D in all three sumps, in which case you will need to drain the excess oil from the transmission and restore it to the differential and hydraulic sumps once finished).
