Adjusting the high idle speed on a gas 2600

This is a 1978 2600 gasser which is new to me. Starts well and runs smooth. Low idle seems right, about 650-700. However the max speed I can get (according to the proofmeter tach) is about 1650-1700 rpm. If I pull back on the hand throttle lever and [b:7836179900]hold[/b:7836179900] it, it will shoot up to about 2200, but as soon as I let go it jumps back to 1700.

I tried to set the speeds according to the I&T manual, but this made no difference. The governor rod (rod with the big spring) pictured in that manual is straight, but mine has several bends in it to avoid the distributor oil cup. The manual has you set that rod to 12 3/4 inches which is exactly where mine has been all along. The high speed screw never bottoms out against its stop; the govenor spring is what is pulling it and the hand lever back.

It occured to me that my tach is wrong, so I have multimeter with tach on order, but in the meantime I'm hoping someone with experience could walk me through the adjustment. Thanks!
 
Sorry, I'm not familiar with a 2600 throttle set up, but is the throttle lever returning part way to idle position after you have it running at 2200 RPM. There is a brake on the hand throttle lever mechanism somewhere to to hold that position as the govenor is constantly trying to return to idle against the govenor spring pressure.

I believe there is a spider type spring to the right of the steering gear box. There is castle nut with a cotter pin through it that holds tension on the spring. Try tightening that nut a couple of notches. Joe
