Aftermarket power steering install photos

Here are the install photos. Close up is of the adjustment valve. Can't seem to get it working yet, no power assist. Tried turning allen screw adjustment both ways, cracked open lines till no air came out, no help. Notice that I have to re-route the loader return so the cylinder can fully retract. Several ideas: 1) remove adjustment screw to check for debris. There is no info on the parts inside, so hopefully nothing goes wrong 2) check pump output with pressure gauge. Again, no info but I should expect at least 800 psi? 3)Test cylinder movement with compressed air. Post any of your ideas please.

sometimes it's as simple as turning the wheel back and forth several times to manually work the fluid through thre system. Leave the engine idling and just drive it around making turns fully to the left and right.
 
you dont show a pic where the "steering rod" hooks to the cyl control valve. that lock nut must NOT be too tight or the control valve will bind and not work correctly. the control valve must be pushed forwards and backwards to let the fluid flow. the special lock nut should allow the steering rod to move a bit on the control rod or valve.
 
too much paint sticking mating/moving parts for valve together? try loosest lock nut setting and driving around steering for awhile. Maybe tap with a rubber mallet/plastic wedge in strategic spots to break paint seal. I would suggest something that eats paint but it also may affect seals so without enough information about design the chemical option is out.

Wait for expert opinion, i'm just brainstorming.

I thought about this more:
The picture may be deceiving, but maybe you do not have the control valve and related tie rod ends clocked properly. It looks like you have a twist to the assembly, which would cause binding. I think everything needs to be at right angles or perfectly parallel.
