Ford 3000 Fuel pump problem

I have been using my ford 3000 tractor for 10 years now. I haven't used it in 3 months and went to crank and won't crank. It is upper 70s today. I am getting white smoke while trying to crank. I noticed the diesel fuel line closest to the front is not getting diesel. the other two are getting diesel fine. I changed the two fuel filters and they were terrible clogged. I am sure their is pluggage going to that line in the inline simms fuel system. I did the hand pump and cleared the air all the way to the injectors on the two good lines. seems like it should still crank on two cylinders. how do I clean the inside of the simms fuel pump. the little manual hand pump works fine. I tried blowing air at the inlet of the simms pump and that didn't help. I unscrewed a bolt on bottom of simms and rusty water poured out. I don't even know what that was for. any advice on what to do would be greatly appreciated.
 
"little manual hand pump" is likely bad. A failed diaphragm will let air into the system.
 
What kind of oil do I use and does it go in where the bolt that has the vent
lime on it on the left side.

rusty water was diesel fuel and lube oil.. you drained the lubrication out of the pump.. you will now burn up the pump. fill it back up with oil per the book before going further.
 
Ok I changed the manual fuel lift pump and fresh oil in fuel pump. still no diesel will come out of the front fuel line. I get fuel out the other lines and tractor will make a lot of white smoke but will not crank. what could prevent it from getting the fuel.
