just put new disc and break band on pto.my lift works fine but pto will not turn bushhog.my hydaulics work also.in need of so help.my tractor is a 1979 model 7700
 
Until you tap the low pressure hydraulic system that controls the PTO and Dual Power (if equipped) and get a pressure reading, you are only wasting your time.
It needs to make 160-180 psi with warm oil at a fast idle.
I'm not sure if that tractor has a tap on the pump if it doesn't have dual power... so you may end up pulling the pump or lift cover to get a test point, or drill the manifold on the pump and tap a 1/8" NPT into it.

Beyond that, you can pull the lift cover and divert the main pump flow back down to the sump, then start the tractor and LOOK for leaks. Sometimes there's just no easy way to do this. It's nasty and dirty. Best suggestion I can make... just observe how it works.
If you can tap a gauge into it externally, that will tell you a lot by the pressure readings...
