860 Throttle Rod

I needed to remove the throttle rod on my Ford 860 and when I re-assembled it I noticed there is a groove in both the bolt and the rod. The problem is that the bolt when tightened doesn’t tighten down on the rod as it should. Are the grooves intended to be there, or am I just the first person that has disassembled the rod on this tractor in the last 50 years?
 
The groove in the rod is there for location, vertically. But the bolt shouldn't have a groove, probably wear. I have had to take a hacksaw to the opening where the bolt clamps and widen it a little to get it tighter. Try that if any other questions keep em comin.
