#1plug fouling out

I have a ford 4000 172ci (1958).I just installed a overhaul kit.But still having problem with #1 plug fouling out.I did not install a new distributer but all new wires, plugs, points,cap,condenser.
I have gone over the timing, tappet setting many times. I checked the compression all around 160psi.I'm about ready to buy a new distributer just don't know what to do.If any one has any ideas on what to look for I would appreciate it.

We need a Diesel or Petrol engine for three wheeler .The spefications are given bellow:

Hello Bob,
Recheck your compression.I really dont think
you need a new distributor.When you pull #1 plug
out what does it look like?It sounds more like
the intake valve to me.If I can be of anymore help e-mail me -Jerry

HAD SAME PROB. ON A 801, MY CARB WAS SET TOO RICH. A LITTLE ADJUSTMENT WAS ALL IT TOOK.
