Carb Adjustment on TO-20/30??

My tractor seems to be running lean. "Popping" under load and stuttering would be my best description. The original setup had a collapsed air pipe, so a quick trip to the muffler shop and voila! one problem fixed. I see a bolt on the bottom of the bowl, a fat screw tilting toward the front of the tractor and a smaller screw tilting out towards the right. I have an original I&T manual and it gives the starting settings for the idle screw and the main jet, but no pic or description of which is which. Anyone tell me which is which before I start an Appalachian-American tradition and use the trial and error method?

The one toward the front is the main jet (and is also larger), the idle air is the one tilting toward the right, at least if I understand your description of the locations.
 
Most main jets are large and meant to be turned by hand and the air jet is small and meant to be turned with a flat head screwdriver.
