If the Control Valve will move and it is spring loaded so it moves back to the same place each time, then the Control Valve is not stuck. What it can be is that there is some crud in the suction side that is preventing it moving. It should move more than 1/2" though, don"t pry back hard on anything in there or you will cause damage, you may bend something and unless the parts slide easily you will always have problems. You need to use a bit of finesse dealing with hydraulics, they are precision made and there is no need to force anything. It can be adjustment that is causing your problem and maybe you will have to totally re-set the Control Linkage. Thinking about it as I am writing, I feel sure that it requires a re-set, more than likely someone has played around with it before and they too have had trouble with it and given up.
