May have found the problem.
Farmer don came over this morning and looked at the tractor. He owns a to - 30
Farmer don found the crankshaft pulley loose, the large bolt holding it on was loose.
So I took the bolt off cleaned the threads and coated them with locktight and reinstalled.
Motor appears to run quite now, so I hope I am good to go. Sometimes it just takes another set of eyes to look at a problem before you start tearing into a motor that idles at 400 rpm.
