That doesn't surprise me. I have seen tests where a lot of foreign grade 8 bolts were only as strong as American made grade 5.

| It's not that they are weaker, they are susceptible to hydrogen embrittlement. Torque them, and next morning the heads could be on the floor. They even used fake certifications and got them into vehicles and nuclear plants.
Some people were looking to hang someone back in the 80's.
