I want to attach, you could call it a bull bar, to the front of a TEA20.
Basically all it will be is two lengths of metal sticking out the front with another piece attached across the ends. Would look like the figure Pi.
I want it to be the same height as the front axle sticking out enough so as to be able to open the bonnet.
Where would I mount this?
I don't need to be able to raise or lower it.

Sounds like a front bumper. Most are attached using the axle bolts.

make sure that you make it far enough away that you can still tip the hood (bonnet) forward for access to fuel tank, etc.
 
This is a photo of a bar I made for my 1952 TED, with standard petrol engine. two short pieces of steam pipe and a few lengths of chromium steel flat bar from a butcher shop hanging rail. Things to look out for are the tilt of the hood when open and the position of the crank handle hole in relation to the finished height of the bar. Mounting is via existing front axle bolts.

Forgot to mention under things to watch out for, be careful of the width of the bar other wise it may foul the tyres at full lock,
 

A type of bumper seems the way to but I really need it to be stronger.
Therefore I don't want to attach it to the front axle.
Is there anywhere on the engine/gearbox that I could mount it too?

John, Here is a pic of my Dad's old TO30 with a front bumper. It is made with the side pieces bent so the cross member is lower than the grill when the hood is in the up position.
My tractor has a bumper with straight side pieces and I put small chains bolted to the hood and attached to the radiator support rod to keep the grill from hitting. I always make sure I I hold the hood till the chains take over so there is no shock to the support rod. Hope this helps.
 
If that is the case and you really are pussing hard...

I'd look to mount it to the underside of the rear axles (using the fender bolts). Then provide a hanger at the Transmission case flange and also prerhaps the front axel. The front axel such as it is a slip fit.

I retrofit a snow plow to the front of my 30 by hanging the front as shown and converging the rear to attach to the drawbar mount under the rearend. The setupup allows me to place the rear bar in the mount, lift up the front and slide back the front pins into the brackets(shown). The single pin in the rear keeps the framwork installed. All push force is transfered to the rear.
