Does anybody know if this rim is the correct one for a TO-30 part # 535450M91? I found it on this website. Photo shows only four mounting lugs? Text states six lugs? Tires state to mount on 12 inch rims but my measurements show the original rim is 11 inch? Local repair shop ordered in and mounted old tire on new 12 inch rim. ofset on new rim is not correct. when mounted it is way to close to the fender. I would appreciate any help.

the original tires were 11:00 X 28, since then and now tire sizes have changed, the new size is 12.4 X 28 I have 11:00 X 28 new rims I ordered from my local farm tire dealer and they installed the 12.4 X 28 tires on those rims. Sometimes they use a standard picture to advertise the rims w/o checking the number of mounting loops. It won't hurt to check with them to make sure they actually do have the 6 loops and not 4 loops. For a TO 30 you do need 11 X 28 6 loop rims unless you are going oversized. I say "loops" as that is what I have always heard them called and the lugs as you say could be meant to mean the number of lug nuts to hold the center onto the drum.
 
The shop probably set the rims at their minimum width. The easiest way to give some extra clearance to the fender is to mount the wheel centers on the other side of the rim loops. That will add about two inches on each side.
 
I am located about in Michigan right above the Indiana line on I-69. I checked the parts book and this is where it can get a little funny as the 10" rim on this site is carrying the same part number as the TO 30 parts book shows. But like I said earlier the tire sizes have changed in the last 55 years so I am guessing because I had to get 11 X 28 rims in order to install the new sized (12.4 X 28) you will also unless you have some good 11 X 28 tires laying around. I was told I would need 1" smaller width rims than the tire size I would be installing. Hope this helps.
 
About your question I would have to say yes that 11 X 28" on this site is what you need as long as you have 12.4 X 28 tires.
 
Thanks to all! Yes I was able to confirm that 11 X 28 rims are the correct ones for my tractor. Yes they have 6 mounting loops. They used a stock photo.
