Hi ,I m new to the forum and new to working on tractors. I m working on a TO20 1949 Harry Ferguson tractor. I can t get the governer to work correctly when I get the RPM down around 400- 500.it idles ok but will not pull a hill unless I use the throttle, Now if I. extend the clevice on the rod to the governer it runs terrible ,and the governer will make the engine surge up and down until I push the throttle way up, the surging goes away ,still runs terrible but it will pull a hill. I hope I didn t completely confuse every one with this post but it s the best way I can describe my problem.thanks to all who can help me out. Mike
 
Get a repair manual. The IT manual from Tractor supply works as does the original that is on the parts site here. The setup for the governor is very
good in both and will solve your problem. Also make sure the carburetor settings are correct. 7/8 turn open for idle and 1-1/4 for power screw.

Most of these idle best around 800 rpm. At barely 18 horsepower, they all need a bit more throttle just to get themselves up a hill. Got to remember you are now working with a worn down machine designed in the 1930's.
 
When the governor is properly adjusted, it will not work the throttle when the dash lever is set to idle.

It's a safety design, the linkage positively holds the carb in the idle position until the lever is moved up off idle.

There are other factors that can cause poor performance, like bad plugs, points out of adjustment or bad, worn distributor shaft bushings, stuck centrifugal advance, bad condenser, bad plug wires, weak coil...

Surging is usually a lean mixture problem, more so than governor adjustment. Try opening the main jet a little. A properly adjusted carb will take sudden full throttle without hesitating. There is a drain plug in the bottom of the carb, with engine off, fuel valve open, remove the plug, catch the flow in a clean glass. There should be a full flow, not a drip or stopped completely. Look at what was caught, it should be clean and clear. If dirty or clouded with water, the tank is contaminated.

Back to the governor, an easy test. Engine off, dash lever in the fast position, look at the carb throttle shaft, it should be in the wide open position.

Return the dash lever to idle, the carb should be held against the idle stop screw.

Start the engine. Have an assistant suddenly push the lever to fast. Watch the carb shaft closely, it should momentarily go to wide open, then partially close as the engine speed comes up. If the engine is too sick to respond, the throttle will remain fully open until the RPM comes up. The governor only knows RPM, it doesn't care why the RPM is down, it just wants to keep the engine at the selected speed by modulating the carb throttle plate position. The rated max RPM is 2200.

Here is the page out of the IT manual. Your idle is ok between 400-600. This setup should help. Make sure the carb is set right too.
