Weep hole key broken

The legs of the weep hole drain key are broken off, I want to replace this key,
Can it be replaced without separating the motor transmission bell housing?
I was thinking of trying to thread a piece of weed eater cord in there with legs of new key attached to the cord in some way,

Am I over thinking this problem, can it be done or does the bell housing have to be separated,

I've never done it, so this is purely theory...

Take a piece of bailing wire, work it up from the drain hole to the starter hole.

Tie a piece of monofilament fishing line to the wire, pull the line down out the drain hole.

Solder a tiny loop of fine wire (paper clip or smaller) to the leg end of the cotter key, tie the line to the key, pull it down through the drain hole.

But all this depends on being able to get the wire up past the flywheel, can't remember exactly where everything is positioned.
 
Got to thinking about it, there is an inspection cover, but it's behind the flywheel.

Still could be helpful though.

Another option would be to drill a hole in the inspection cover, put the cotter key in that hole. Should serve the same purpose.
 
I had the inspection cover off over the weekend to get a bolt out that I'd dropped down the starter hole.....long story, did get it out using a small inspection camera and magnet.
While I was in there I felt around to see if I could get as far back as the weep hole and yes, I could feel and turn the cotter pin from inside. I believe that without too much work you could take off the inspection cover and put in a new cotter pin. Should be fairly quick and easy.

It would perform the same function but I think the oil level would be built up a little higher in order for it to seep out. I think the original hole is at a lower point.

as soon as it cools up some I will take a look at it,

just wondered if anyone had ever replaced the key while the body parts are still connected together.
