To30 lift problems

I recently purchased a 1954 to30, the handle to raise and lower the lift arms wont stay in the down position. Is it supposed to be spring loaded and go back up on its own?
I've owned a couple 8n Ford's and 1 to35 and neither of those did this. I read about a friction disk and I did order one but I dont think that will fix the issue.
Is this normal or do I have other problems ?

The friction disc is a good start. Pick up the repair manual, it has the procedure for setting up the lever to the correct specs. I believe the
manual is available here on the parts link. The parts manual is also a good idea.
 
I have no experience with the T0 30 .....

That TO-30 hydraulics is identical to the 9N, 2N, TO-20 and a few others. Chances are if you don't find the answer here, you might find it on
the N board.
