TO30 Mystery Lever

Does anyone know what this lever is for? It is right in front of the pto lever. It doesn’t seem to do anything so maybe I should ask what is it supposed to do?

That is what I thought based on what I found googling around, didn’t know how to search this forum. Does anyone know how to work it or how to fix it if it doesn’t work?
 
Just pull forward to stop tractor. Then you can raise 3 point or change gears with pto
running. It works just like a hand clutch. If it doesn't stop tractor on the right side
by dip stick there is a adjustment under cap. Turn out or in to adjust.A little at a
time.

Never seen one, have owned a half dozen TO30?s and see
them everywhere on a daily basis, wasn?t aware this, never
too old to learn something new, wish I had one on a Ferguson
 
I was at a tractor show in West Ky, there was a Ford 53? model jubilee with a similar lever,
I ask the owner what it was,
Same as this one, it had some type independent pto, pull that lever and the tractor stopped moving, but the pto continued to run,
He said very few tractors had that option,
 
The guys are correct on the Sherman live pto. I have 2 TO-30's and they both have one, and a friend of mine has one, also. That being said, I have to feel I just got lucky to find them, because like others have said, they are few and far between. Not only that, they both have Sherman combination transmissions and factory tachs that both work.
