TO20 hydraulics won't lift.

Have a 1950 TO20 that won't lift my disc. It will lift my plow which is lighter. If I tack the engine up it will slowly, smoothly lift my disc a few inches. It also started leaking down at the same time. It was fine a few weeks ago. I did check fluid level which was fine and the fluid looks clean. Is it best to just rebuild/replace hydraulic pump? Or is there something else that can cause this?
 
The cylinder under the top cover might be bleeding off also. That piston can be upgraded to the Ford NAA piston. It fits and has more seals.
Your best bet is to take off the side cover and fire it up, run the controls and watch the fluid. KEEP YOUR FINGERS OUT!!
