Never seen one of those in person but have used what was called a "pasture renovator" which has multiple movable/removable tines. Question......what is the pipe? attachment at the rear of the "foot" ?
 

Can't recall that particular post but this is a photo of the subsoiler I have .

As Kirk suggests it is a ' Mole ' used for laying pipe . The ripper is run along the route of the pipe to be laid until the required depth is reached . Then the pipe is attached to the mole and dragged through the loose soil being buried behind the tractor . The larger diameter of the mole reduces friction and allows the pipe to slide freely .
