Brake rod adjustment

I'm new to all this tractor stuff but you've all been great with your help. As I work thru my to20 i'm not sure brake rod is working correctly. I have very little downward movement of the left side brake foot lever and it doesn't seem to exert any braking effort however if I lift up the brake rod it seems to apply braking force. any help thanks.
 
By any chance is the brake drun wet? If so the axle seal is leaking transmission oil onto the brake and causing it not to brake well.

That drum is not wet. The other right side is dirty and and looks grease encased. Don't think it has to do with drum, seems like linkage could be maladjusted, no downward movement but pulling up it does brake
 
Just did brakes on my TO-30. According to what I read, you remove the brake rod clevis from the pedal. Adjust both of the drums until very slight drag. Then adjust the clevis until it fits the pedal hole with the pedal at the top of it's travel. If, while driving in 3rd gear, you hit the brakes and the tractor turns slightly, you back off the drum adjuster on the side it is turning toward.
 
When you get done playing with whatever....clevis pins? Oh well. Jack up the back end of the tractor. Both wheels off the ground. Wrap a bungee cord around the main brake pedal and hold the pedal up as high as you can. I wrapped mine around the steering wheel.
Now go back to the rear wheels and adjust them until the wheels don't turn by hand anymore. Now loosen them up about 4 clicks. 3 to 5 should get you in there somewhere. take off the bungee cord and now check your peal height and braking action. If one side is still inoperative, chances are you might have a blown oil seal or plain ol' worn out brakes. If the oil seal is blown, we can introduce you to "Sure Seals" and the installation of.
