How did they get the blue background without getting paint on the chrome lettering.

I used stripper, then repainted mine with a tiny brush.

Not hard to do with the raised lettering. Just have a cloth ready to correct any mistakes.
 
Someone suggested placing a thin layer of grease or vaseline on a piece of flat cardboard. Place emblem carefully on film of grease on cardboard so that the part you don't want painted is covered with grease. Spray paint and let dry. Wipe off grease. I have done this several times and am happy with results.
 
I did mine with a toothpick and Desitin. After covering the raised areas, spray paint and let dry for three days. Wipe off the Desitin. Your done. Paint was Rust-O-Leum Hammered Blue. Might have even been metallic blue.
 

I also used a small artist's brush , it was surprisingly easy to do even with my tired old eyes . You can also ' pool ' the paint into the lower areas and it will fill the background almost by itself .
Buy some Humbrol model paint from a hobby shop , the sort that you use for Airfix models and the like . It is superior paint , flows well and you can match the correct shade of blue exactly from the many different shades available .
 
Spray the whole thing blue, let it dry well, then take a single-edged razor blade, or knife blade, and scrape the paint off the edges and letters. When the paint is all off the raised areas, carefully polish the bare surfaces with 0000 steel wool. It will look brand new.
