TEA20 PTO Lever not engaging shifter rail

What have I messed up now. I can not get the PTO Lever to engage on the PTO shifter rail, I suspect that i have moved something while reassembling the hydraulic
top cover and PTO shaft. Have tried to move shaft forward with a screw driver but does not want to budge. Does anyone know how to get around this problem.
