TD20 Block Blocked

Hi, I just removed the head from my TD20 and found what looks like a massive blockage in the centre water chamber (see picture), can anybody confirm the area circled should be clear and if so how best to remove the crud?

Also, on the edge of each cylinder liner there's 2 small holes opposite each other, are these water holes as well?

Please supply a picture of the HEAD GASKET, both sides, as well as a picture of the HEAD (side) that was mating to head gasket.

Thanks for the reply, the gasket has a corresponding cut out and the head has two holes in the same place, I'll post pictures tomorrow.
 
See those pieces of pipe, holding the flat plates down against the cylinder liners?

Best do that, may be too late...

The liners just sit in the block. Real easy to have one ride up, get crud under the seat, not go back down and start leaking coolant in the oil.
 

If the block is that bad the water distribution tube in the head will be worse . Be certain to pull this out and clean the galleries around it .
By my experience the only really certain way to clean that sort of blockage is with ice picks , bent welding rods , coat hanger wire and compressed air . I have also used frayed stainless cable fed down into the galleries and spun at high speed with a drill to polish the remaining scale off .. It is a tedious and time consuming job but well worth the trouble .

Yes they are water holes. The upper half of the cylinder sleeves, above the figure-8 gasket. are immersed in the water jacket.
 
Components that may require attention...

If you turn the Crankshaft with no "Dogging" tool to keep LINERS in position you shall end up with coolant in Crankcase:

Any history on how many hours on this engine since the Timing chain and sprockets were inspected / replaced?

Thanks for all the feedback, I don't thing anythings been touched for years, I removed the head because I couldn't solve overheating and this looks likely the cause, see what happens next when I try to clean everything up!
 
If you disturb the LINERS In any way, they shall leak coolant into the crankcase just as sure as God made little Green Apples:
