TO35 clutch

Can anyone explain how to adjust a 2 stage clutch on my TO35 Ferguson. I've got both discs coming new and I'd like to get them installed and adjusted correctly on the first attempt. I really don't want to take it apart again.

Clutch assembly needs to be bolted to the flywheel before it can be adjusted correctly. Set the three PTO release jack screws for .080 inch gap, meaning the main clutch will release .080 before the PTO begins to release. Main thing on the three release levers is to have them all set to the same height if you don't have the setting gage.
 
I cut a tool out of hard plastic per the measurements in the manual. The clearance is measured from the inner ledge of the housing.

I got the tractor back together but, the clutch isn't operating correctly. I set the release fingers and the pto release bolts as the manual directed. The main clutch works as it should but, the pto doesn't release to stop the pto shaft. I also adjusted the pedal for the proper clearance on the throwout bearing. The pedal feels like it is working and looking up in, the pto clutch appears to be releasing. I even narrowed the adjustment from .090" to .075". Why isn't the pto clutch releasing?
