Ferguson to-20

What is the easiest way to locate and mark the timing marks on the flywheel? I can't find it thru the small hole. Remove the starter to locate and mark them or remove the bottom flywheel cover?
 
#1 cyl TDC verified with plug out, rotate the engine so the rotor lines up with #1 on the cap. Marks should be
able to be seen.
Trick.
Statically set timing mark in hole to specification, 6 or 7 degrees BTDC. Clamp flat file to front bolster about
1/4 inch from the front pulley. Paint leading edge of flat file. paint mark on pulley at same location. Start
engine and turn the dist until the paint marks line up again. Your timing is set
 
Remove the bottom cover, find the timing marks and use white or yellow paint to highlight the timing marks so you can see them easily through
the hole. On my TO30's I mark DC 6 and the 30. To make the timing light pick them out easily
