i have a to30 it started running bad all at once. want idle it runs like its fluding. I rebuilded the old carb..still ran bad . it had a crack in bowl so i replaced it wirh new carb replaced fuel line inside tank is clean. replaced thing with glass bowl on it coming out of gas tank. and a new tune up nothing changed the way it runs. thanks paul
 
Sinse the carb replacement and tune up didn't change the problem, the next place to look would be the condition of the engine.

Try running a compression test, look for variations between cylinders.

If a low cylinder is found, put a couple squirts of oil in the cylinder, test again. If the compression comes up, there is a problem with the rings. If no improvement, there is a valve problem. If the test reveals a valve problem, take a close look at the valve train. Look for a broken valve spring, bent pushrod, valve not opening due to a flat cam lobe, stuck valve, tight lash clearance.

If 2 adjoining cylinders are low, the head gasket can be blown between cylinders.

If the compression check good, continue to do further diagnosis.

Try pulling one plug wire at a time, see if you can isolate which cylinders are firing which are not. Take a plug reading, look for difference in color. Healthy plugs are light tan, black is a sign of too rich or oil fouled.

Look for good spark at each plug, not just at the distributor. Double check the point gap and the condition of the distributor. There should be very little side play in the shaft. Any wear in the bushing will cause the points to not stay in adjustment. Also the centrifugal advance needs to be free and working. The rotor should turn a few degrees and spring back when released.

Look at the carb again. You say it appears to be flooding. True flooding will show as fuel running out the air in of the carb when sitting with the fuel on. That can be caused by trash in the needle/seat. Easy to happen, even with a new carb.

The idle mixture screw on those works backward of modern carbs. Turning the screw in richens the mix, turning it out leans it.

Also look for vacuum leaks around the manifold gasket.

Another overlooked item is the air cleaner. There is a wire mesh inside the upper canister that needs to be cleaned periodically.

Thinking possibly the problem might be electrical and not fuel?? Any chance the plug wires might have gotten switched, or the
distributor moved and timing out?
