Need help with ipto on mf 175

Hello I'm new here and hope I am posting in the correct place as this is the first time I've used a forum. I have a mf 175 diesel with ipto. The pto was weak and wouldn't bring my 7ft finish mower up to speed so I split the tractor and rebuilt the pto clutch pack all new discs and what not and a new brake. Put everything back together according to the it manual I have and am 98% certain I got everything back together the right way. Went to hook to the mower yesterday and pto spins right until I hook it up and then doesn't even try to spin. I pulled the top cover off and ran it and everything seems to be functional. Any suggestions of something I may have overlooked I'm lost. I am going to check the pressures tomorrow but the local dealer and I came up with it being the clutch first because the oil was metallic and had small chunks of friction discs. Also my multi power was working flawless before but haven't tried it since the rebuild.
 
There should be a pressure test port plug on the left side cover just in front of the lever. Also, with the lever on is it nearly vertical and snaps in to the on detent? Had a customer thought his was bad on a new 165, he was only moving the lever until the PTO started moving, then left the lever there. Lever did not have the PTO spool turned on all the way since it was not in detent position. Make sure the pressure is correct, if not the PTO and/or the Multi-Power clutch won't last long.
 
Thank you for the input I will check the pressures tomorrow and let you know. As far as the lever goes I can feel it hit the detent so I think it's going in all the way. Forgive me this is my first tractor and thus my first time ever working on one with the help of my neighbor who has been in the business for a long time. I have to get the gauges from work so I will let you know what I come up with. Do I have to have the top cover back on and all the oil back in to check it, I have cover off the top and the response cover off the right side so oil is up to that opening.
 
It can be checked with the top cover off, but if tractor has auxiliary hydraulic lines to the side cover you will need a jumper line or hose to hook them together. If air enters the return elbow then the suction screen won't pick up oil, fouling your test readings. If tractor does not have the two stage hydraulic/ MP/PTO pump there will be no side cover elbows.
 
It does have elbows but they have always been hooked together. I put the gauge on and I've got no pressure so I must have missed something somehow even though I never dismantled the pumps just slid them out the front and cleaned the pick up screens. I did change the filter in the front next to the cooler so could it be airlocked? If so is there a way to bleed that pump? Thank you so much for your input
 
Is the oil level at least up to the lower side cover bolt hole? If not it won't prime as it should. Make sure the inlet screen O ring is in place too, if cracked or missing, or wrong size pump will suck air instead of oil..
 
Yeah that's how I drained it so I only took out what I needed I've got a busy week so I probably won't get to dive into it until this weekend but thanks again for the advise I will update as I can
 
It's looking like the pump. It is pumping oil but won't move the needle on a 1000 psi gauge. With nothing hooked in the test port the oil doesn't even make it out to the tire. So I'll probably be ordering a new one Monday thank you for your advice
