Ferguson TO-20

P/N 1750309M91 Tube Assy, Filter, This tube is hollow and the bolt that holds the cover inplace screws into it. Does this tube have any holes in it for the oil to get into the inside of the filter? If not how
does the oil get into the inside of the filter? Diagram shows oil going thru the filter from the inside and out to be sucked up by the suction tube.

I cannot explain the answer you are looking for but I am sure if you will look through some of the following there is a lot of help as this came from the Ferguson archives of this great forum. I have heard there are holes in the tube so oil can get inside the filter and come out.
TO 20 oil system

The tube has one small (about 3/32") hole in it for the oil to flow. The manual says that the tube has two holes, but that may be incorrect.

The oil travels around -up and back down, in the screen due to the vacuum of the running engine. Just keep the oil to the level on the can, it will do the rest at its own pace. If you can just rinse out the screen in place, and take the clumps out of the can, it should be fine. Don't try to dis assemble too much.

That what he got Richard? An oil filter question. @#$%. I thought he was asking about the air filter. I will sit here and keep quiet now...

Oil, air, not that much different, eh? :p

IIRC, there is a metering hole about half way down the tube. This limits the oil into the filter as it is a partial flow filter.
