I am assuming I screwed up. Installed a new governor assembly but did not install the shim behind it. Is this why I cannot get the governor to cooperate?
It runs great. Throttle linkage was adjusted due to a new carburetor and it hits about 2200 rpm. But under a load the governor does nothing.
I can't find any binding issues, when the governor lever is pushed the rpms increase. The compensating spring and governor spring are in place as they should be. I adjusted the bumper spring screw as the book stated so it is turned in as to just begin to increase rpm.
