Governor problems

I am assuming I screwed up. Installed a new governor assembly but did not install the shim behind it. Is this why I cannot get the governor to cooperate?
It runs great. Throttle linkage was adjusted due to a new carburetor and it hits about 2200 rpm. But under a load the governor does nothing.
I can't find any binding issues, when the governor lever is pushed the rpms increase. The compensating spring and governor spring are in place as they should be. I adjusted the bumper spring screw as the book stated so it is turned in as to just begin to increase rpm.

Here's something you can try:

This works best with an assistant operating the ignition and starter, standing by just in case...

Set the throttle lever about mid way.

Take the link from the governor to the carb off at the governor lever end.

Hold the carb against the idle stop with your left hand, start the engine.

Hold the disconnected governor with your right hand, and push it forward. The top of the governor link should go almost against the generator belt.

Carefully and slowly bring the RPM up. You should feel the governor begin to push back as the RPM increase. Once you find the end of the travel, note the position. Adjust the length of the rod to match the hole in the governor lever when it is the idle position, maybe add about 1/8" to the length.

Shut down and reconnect the linkage, start it up, check the action of the governor. If it appears to be working, loosen the u bolt clamp, set the dash lever for full speed, move the loosened lever until you get about 2200 RPM. Then when at idle the bottom of the connecting link, where the governor spring is, should push the governor link down, pushing the carb to idle.

Once correctly adjusted, you should be able to set the dash lever to full speed, get 2200 RPM. Then without moving the lever, manually push the carb lever closed, when the engine speed drops, release the throttle, it should go fully open. As the speed comes up, you should see the throttle close to maintain 2200 RPM.

If you can't feel the governor pushing back as the RPM is brought up, something is wrong, probably have to go back in and see what's up.

Thank you, thank you, thank you. The governor actually works now.

I attached my tiller and it performed much, much better than before your suggestion. Hopefully it will do the same when I really work it with the bush hog later this spring.

I guess it is due to some "slop" in the linkages, but one time at full throttle it will top at about 2100, then the next it might hit 2250. I moved the u-bolt on the throttle rod and I believe I am going to leave it as it is right now.

I sure am glad this forum exists. I would have been taking all apart again, for no reason.
