Mud shield?

I'm starting my current TO30 project and found these "mud shields" when I pulled the rear tires off. Haven't seen them before and wonder if they were an after market offering or home made. And I am getting rid of the hideous blue it was painted.

Yeah, they're not really helping keep your legs dry in that position- unless the wheels were dished out to the max? Looks like a way to get stalks and trash wound up under there. I had something like that as part of a loader frame. But they were welded to the frame.
The blue would be fine if you had some day glow orange trim...

Hmmm dayglo orange. Maybe yellow and make a Sunoco special.
