To30 throttle not holding

To30 throttle does not stay where you put it. It
vibrates to idle. Is it as simple as adjusting the
spring on the govenor linkage to apply more
pressure on the disc washer on the dash panel?
The washer itself looks to be in fine shape and not
deteriated. Thanks,
 
Sometimes it is as simple as making the spring on the washer tighter. Sometimes the cork washer gets a shiny surface and does not hold as it should then you can buy a piece of cork & cut out the same size & glue the one side back on. Good luck!
 
There is also a "compensator spring" up above the governor linkage, up high, a horizontal expansion spring.

If it's not there the throttle will not stay in place.
 
Thanks for the replys. The compensator spring is in place. In looking at a thread a page or two below about the broken throttle lever someone posted pictures of the governor rod and throttle tension spring. It looks clear in their picture that you can see the cork washer and big metal washer. It looks like 2 items in the picture. On mine I'd say the cork is long gone. I just have the large metal washer on the dashboard. No clear sign of 2 parts. Thanks everyone,
