I have been thinking of drilling a small hole thru the cap to the pwr. pumps on my 35's. thus allowing me to insert a small dowel or screwdriver to check fluid without having to remove said caps. would plug hole with rubber or some sort plug.

Be sure to take the cap off before you drill it, so you don't get metal filings in the fluid.
You may want to get a spare cap to have on hand.
 
Considering your playing in the dirt and the fine grit of sand/dirt and how it can find it's way into the smallest of openings....If you do drill that hole and shove in a sealed dipstick, that's fine. As long as your stick is weighted and always pushing down and maintaining a positive seal.

That would make checking the level much easier!

Maybe something like a dipstick and tube cut off of an older Ford automotive power steering pump, then brazed to the cover. Then it would be big enough to also add fluid without taking the cover off, and the rubber gasketed dipstick would seal it from dirt.

I've fought minor power steering leaks on my TO35 forever! A couple years ago I added some Lucas stop leak. It seems to have worked, took a while but even the upper seal has now stopped leaking! Fingers crossed!
