TO-30 3Pt Arms Go Down To Far

I didn't see it, but a Guy called me and said that his 3pt arms go down to far on his To-30. He said that they will catch on the tires with a back-blade on. He said if it was not for the fenders, he would have got hit. Is this possible? If the 3pt can go down to far, what is the cure? I never heard of that.
 
It sounds to me as he does not have the safety chains hooked up or maybe they are to long if they are hooked.
 
Bent three point arms, safety chains missing, safety chains too long. If the arms aren't on the ground, thy are not down too far.
 
The guy is going to bring the tractor to me for a clutch change, then I can see what the heck he is talking about. He is used to the old John Deere A, B and etc. He is 80 so he might be confused, just from my own experience of getting past 70.
 
I don't know what he did to get the back-blade to ride up on the tires and flip the blade to what he said was almost vertical. He bent both lift-arms and broke the aluminum pto cover.
The stay-chains are the right length. He said the 3 pt arms go down to far, so I told him to go outside and look at the three 8N's that I have outside. They are all the same height from the ground. He does not believe me. I suggested to shorten the stay-chains, but he's worried that he break the bolts in the housing. I'm lost what to suggest!
 


Could it be that the upper arms that do the lifting, are in the wrong position on the shaft?
Not familiar with a TO-30, but assume the shaft and arms are splined. Is there something to prevent them from being put on off by a spline or two?
