Leaky inspection cover lower bolt

I'd put new gaskets on the TO30 inspection covers a while back.
The lower bolt on the right cover that also holds the muffler bracket leaks no matter how tight.
Do you guys add a gasket or washer to the bolt? Or permatex?
Or..... ?
The oil level is down around the bolt level but maybe it needs to be lower?

The bolt hole is the proper level for the oil. That is when sitting on level ground...

But in reality the oil will be sloshing around, going higher and lower than the bolt when in use.

Something you might try is finding a longer bolt, about 2", one that is threaded all the way to the head. Put the bolt in from the inside, tighten it securely against the case with some sealer on the threads. Then put the cover on with a nut on the threaded end of the bolt, then put the muffler hanger on with another nut.

Plus it will be easier putting things back together since there is a bolt to hang things on.
