To35 throttle control

The throttle control on my to35 has no gradation. It's either idling or full throttle. If I slowly move it, I can sometimes get an "in between" setting. The throttle lever seems to be loose and goes too far up and down. Is this a problem in the lever, linkage, governor? Any advice would be appreciated.
 
It's been happening for awhile. At first the throttle lever was sloppy but I could adjust the speed somewhat. Now it's mostly full or idling, no in between.
 
Sounds like there could be more than one problem.

The linkage is fairly simple. With the engine off, have an assistant move the lever while you watch it go through the motions. Something could be loose, there is a U bolt clamp toward the front of the engine that sets the position of the governor spring, there is a friction disc under the dash that helps hold the lever in position.

You say it goes from idle to full speed with no in between. The "full speed", is that full governed speed or runaway speed?

If runaway speed, there is probably a governor problem unless the linkage has been apart and improperly adjusted.
