Put new amp guage on Ferguson TO30. I have 13.5 volts to the battery, but the guage stays centered. It does not show any voltage.

I wouldn't expect an "amp gauge" to show voltage... it would show current, which presumably would fluctuate depending upon engine speed, etc. How do you have it connected?
 
If you battery is charged also will not show anything. Does it fluctuate during start? This would show the coil responding to the points closing.
 
That would have originally been 6v, so it now probably has an alternator...

Where is the alternator connected to the system? If it is wired directly to the battery, the charge current won't be going through the amp gauge. You'll need to wire the alternator to the amp gauge to have it show a charge.

Common mistake with 12 volt convulsions is to not add a voltmeter and leave the original ammeter on. You want to see charging volts, not amps (current0 with an alternator. Google JMOR's Pictograms for wiring info...
