What part above hydraulic pump is broken?

After removing the right inspection port cover of my TO20 after draining and before replacing oil, I saw what appears to be a worn or broken thin metal sheet above the hydraulic pump. I cannot find in the parts book what this might be. Can anyone advise what this part is and what I need to do? It looks like I have a fair amount of dirt to remove also. Thanks!

Yaaaaa, that don't look like part of a TO20... someone's idea of a fix, maybe... but what were they fixin'???? Something got that shaft pretty hot too...

Picked out a small broken off piece and it wasn't metal as I had thought but gasket material. So apparently the gasket was blown out? Interesting as the hydraulics had seemed to be working ok.
