If it's a common model tractor, I would just replace it. For rare models that are not available, the tank can be remade or the rusty portions cut out and replaced. This gets expensive unless you have the skills and equipment to DIY.

If you want to save it, be very gentle. Bumping the tank, stressing it in any way can start a leak, especially around the valve fitting where it is welded in. Any scraping, tumbling, chemical treatments are also likely to start a leak. Just take it off, rinse it out with gas (E85 works well), put it back on. Be aware, cleaning it out won't stop the process, it will continue to rust.

There are some liquid liners available. I have never had any success with them, but others have. Maybe someone who has will have a brand that they trust.
