To-20 starter turning with key off

Hello.I have a TO-20 with some electrical problems.This tractor was converted to 12 volts years ago.I was having trouble getting it to start and went and cleaned all the electrical connections and grounds and now when I connect the battery cables the starter begins to turn with the key in the off position.I installed a new ignition switch and a new starter solenoid and rechecked the wiring several times and still get the same results.I've taken the starter apart and it looks okay inside.When I jump it with cables it spins normally.When I check the cable that goes to the starter with a test light while the starter is off,the test light lights up when I turn the key and goes out when released but when I install the starter and hook up the cable the starter turns instantly with the key in the off position.If anyone can give me any idea of why this is happening I would appreciate it.Thanks.
 
Sounds like the solenoid is getting power to the energizer coil when it is not supposed to. Recheck your wiring.

Or better yet, get rid of the solenoid and go back to the original starter contactor. That way you will have neutral start protection.

If your T0-20 has a GEAR SHIFT "S" for start, then I would be investigating items # 21-24 and associated linkage:

I'm not familiar with the T0-20....does the T0-20 have a mechanical linkage, a shift rail, incorporated in the transmission to activate the Starter circuit?

I'll recheck the wiring again but when you say energizer coil,do you mean the windings in the solenoid?Thanks.

All Ferguson TE-20's, TO-20,s, and TO-30's had the S position to crank it with the gear shifter. Look at the transmission top cover where the shifter is right beside the number 3 for third gear. It is to the right of the 3. You need to hook it back up correctly. You can leave it 12 volts and still use the original starter setup. It is much simpler than what you have now and it is safer!
 
Have a look at the top of the bell housing, there should be a plate with 4 bolts on it. This is where the starter gets its power from via the start switch which is mounted inverted so the shifter lever pushes it at the start position. This is marked on the shifter plate, it is the S, not 5 th gear. TO models can never be started in gear this way. Look at items 22,23 in the previous post diagram.
 
Then again you can always did what I did. Rewire the solenoid to the starter button so it only works in the "S" position.
I figure the starter switch will not go bad with the minor voltage of a solenoid getting activated versus hitting it with full voltage of a starter draw.
