I have a Massey Ferguson to-30 I don't know what year . I am trying to restore it my father and I worked an it a lot but then he passed away so I'm trying to finish it up . It was runnin like a top before the winter of 2015 I prepped it for winter and left under our carport . Then after winter I tried to start and it turned over and would run for about 2 seconds and then die I then started working on it and got it idiling . It took many times of staring it up and moving it foot by foot . I thought that the cold had drained the battery but with it during that should have nothing to do with it not idiling . When I got it to idle I put it in gear and tried to drive it out of my barn , then it died I tried starting it and I watched the amps drain and now when I turn it over it makes a bad whining sound but won't fire what I should do has my alternater gone bad . Please respond thankyou .

Assuming this is a gas model, sounds like the poor performance is probably a gummed up carb from sitting. With the fuel valve open, remove the drain plug in the bottom of the carb, catch the flow in a clean glass. It should have a full flow for a few seconds, then slow to a trickle as the bowl empties out. If it slows to a drip, or stops completely, there is a fuel restriction. Could be the float needle is stuck, or the filter screen is clogged. Look at what comes out of the bowl. Check for water, trash, rust. Whatever is in the glass will also be in the carb. It might need to come apart and be cleaned. It is a simple carb, don't be afraid of it.

As for the not cranking, possibly the battery is now discharged from repeated attempts to start. If it sat for a year and has not been run long enough to sufficiently charge the battery, no doubt it will need charging.

Try that first. Possibly there isn't enough battery to engage the starter. Once the battery is fully charged, and you know it is a good battery (you could switch it with another vehicle or have it load tested), try again. If the starter still won't engage the flywheel gear, pull the starter off and take a look at it. Those have a history couple of a couple of problems, breaking the starter housing, which will be obvious, and the flywheel ring gear pushing off the back side of the flywheel. The gear should be flush up against the step on the back of the flywheel. If it is pushed back, and has not come off, you can pry it back on through the starter hole.

Another caution with the starter: That was originally a 6 volt system. The starter is likely still 6 volt. You will need to be careful not to crank on it for too long, as the starter will overheat quickly and damage it. That may have already happened, give it the sniff test.

First
You need to have the battery checked out first
take it to a shop and have them run a diag on it
if it shows weak replace it or have it fully charged
then follow what Steve says
also you need to make sure you have fuel , even if it looks like you have fuel
the tank has a valve with a main and a reserve position so make sure you have enough fuel .
