What makes a bush hog type trimmer mower different from rough cut, the blades, positioning of mounted wheels, distance from ground, can one convert thier unit from rough cut to finish???

I have also been wondering if without a clutching type extension for the pto / drive shaft for my bush hog (on TE-A20), if it was passable the root cause of my hydraulic problem originated whence the implement became bogged down (stopped dead) by a mound of earth hidden in the growth?

Bush hog type cutter is whole different animal from finish mower. Blades, drive, weight, etc. No you can't convert one to the other.
You can, however, use a bush hog to mow grass, and some do a decent job.
 
I have a beat up old Housie bush hog that actually mows a lawn better than a Ford 3 blade lawnmower.
I don't have heavy brush and saplings anymore, so I sharpened the blades, which you don't do if using it on heavy stuff. A dull blade will tear the grass, which will make it turn brown too soon in dry times.
No way around the skids scalping the hi spots, but ... such is life... after a while, it will level the place off, whether you wanted it to or not...
