TO30 lift arms slow to respond

When bush hog connected and i go to lift it, it doesnt react immediately but takes a few seconds and doesnt appear to lift unless pto engaged. Sorry but new user.

The hydraulic pump is driven from the PTO shaft internally. No PTO, no hydraulics. The pump is a low volume pump and the lift piston may be clear to the bottom of the cylinder which means it take a while for the pump to push enough oil to get the piston up to the 3 point connection before it can start to lift.

All is correct. Lift will not work without pto engaged and of course foot off the clutch. Are you running an over run clutch? It is a must with these
as the brush hog will keep you moving even though the clutch is disengaged.
