TO-30 Engine Racing

Had problem with TO-30 not running except with choke. Figured gas flow problem. Cleaned sed. bowl, drained gas tank, put in new gasket in sed. bowl, pulled carb, cleaned it, replaced needle and seat with version out of TO-35 kit (didn't have kit for 30). No gas leaks, no air leaks best I can tell. Hooked all back up and tractor started and ran very smooth, without choke, but tried to 'run away' which I figured was governor binding somehow. Pulled carb again and can't see binding. Gov. appears flexible. Got to thinking that somehow the 35 seat might be factor, but looking at it it looked same and anyhow all it does is let gas into bowl, so can't see that as factor? Any suggestions?
 
Yeah, after I posted, I thought hmmm, you know the throttle lever was acting funny. Definitely check that tomorrow. Can't see why governor would suddenly go south unless linkage is binding from reinstalling carb and I checked that. I bet you nailed it.
 
Yes, it's a governor problem.

With the engine off, and the dash lever set to idle, the throttle plate should be on or near the idle stop screw. By pushing the dash lever slowly to the fast position, the throttle plate should be spring loaded to the open position. The further the lever is pushed, the stronger the spring tension. You should be able to smoothly push the throttle closed against the idle stop, simulating what the governor would do if running.

If all that looks good, set the dash lever to idle, disconnect the link from the governor to the carb. Hold the throttle shut against the idle stop, start the engine. Be careful not to let go of the throttle! You should be able to push on the gov link with your other hand, and at the same time slightly rev the engine, and feel the gov link push back as the weights spin faster. The link must be long enough to close the throttle to the idle stop screw.

If not, adjust the link so it will push the throttle closed, and at the same time have enough travel to fully open.
 
Had same problem after installing carburetor. The cotter key that hold linkage on was hanging on carburetor. Turned governor linkage so cotter key would be toward engine block and outside carburetor.
