TO-20 rear wheels and tires

Probably a silly newbie question, but...

I have a nice 1950 TO-20, and a friend of mine and I are going to restore it. It runs well -- though it could use a full engine job.

The current question is... it has mismatched rear wheels, and needs new tires. The old tires are 11 -28. One rear wheel has a disc centre, and may be a 10-28 rim. The other had an eared centre, and may be a 9-28 rim. What were the correct original sizes???
 
They originally came with 11 X 28 rears. I have been told the rim should be at least one inch narrower than the tire so that would be 10 inches. I found this in the archives of this great forum. After reading all of this you can make up your own mind.
