TO30 Carburetor Rebuild

So, I take it upon myself to rebuild the carburetor from my "54 TO30 and what fun I had doing it. I purchased a rebuild kit, disassembled the entire carburetor, removed everything from it that I could, bead blasted the outside of it, put a nice coat of primer on it, installed all new hardware from the kit following the instructions from a video on the interwebtube. Since re-installing the carburetor and adjusting the linkage according to the shop manual, the motor starts and runs but only at high RPMs. I have adjusted screws and linkage and nothing slows it down. It is either high RPMs or off. No in-between. It does smell as though it is running a little rich. If I adjust the large screw on the front of the carburetor I can get it to shut off but not slow down. Any suggestions/hints/ideas would be greatly appreciated.
 
Sounds like something is not right with the governor linkage. You should be able to set the throttle lever mid range or higher, engine off, watch the carb throttle plate be spring opened. Then hand push the throttle closed at the carb, it should go against the idle stop screw. Then release it, should spring back open.

When started, the throttle will start out open, then close down to desired speed as the governor takes over.

Remember, that throttle lever on the dash spring loads the carb throttle open, the spinning governor weights push it closed. There is a balance between the forces of the spring and the weights.
 
What was the reason for the rebuild ?
was the tractor not running right
if all you did was take carb off and then reinstall
there should not be a problem with linkage.
 
I was having some problems with the float sticking so I bought a kit and rebuilt the carburetor. Somewhere along the line I must have done something wrong. I took before pictures of the carburetor and after the rebuild all looks the same. Now the tractor runs wide open or not at all.
 
Threaded brass barbed fitting. Remove bolt at bottom of float chamber. Screw into carb base. Connect clear plastic hose to barbed fitting. Hold hose up towards gas tank. Turn on gas to carb. Gas in clear plastic hose outside will correlate to the fuel level inside the carb.
Congrats! You just checked your float level. Hope you used a viton rubber tipped needle in the float chamber. That also will assist in reducing gas getting past the needle when not running.
