TO-20 questions

I am thinking about buying a TO-20 local to me. I went and took a quick look but plan to go back soon and give it a test run. Problems, I noticed, the steering column/shaft would rise up when the wheel was turned. Is this just a bad bearing or?? Is everything available to overhaul this box... I looks for sectors and did not see any available in aftermarket. What else should I look at closely. Where is the serial # located, and how can I tell the year ect. Thanks, Keith

Serial # is stamped on a plate that's riveted to the upper section of the steering box, just in front of the steering wheel. The # is used to tell the model year.
