just got a to-20 3pt is stuck up position cant get them down ,,has good clean oil in it

I recently had the same problem - there's a thread here: http://forums.yesterdaystractors.com/viewtopic.php?t=1266734 -

in my case the piston/rings were seized at the top of the travel - I pulled a plug from the size of the lift arm cover and picked up on the three point arms and slammed them down several times and it released - I'm making sure I keep the arms at least partially down when I park the tractor and I work the system every time I use the tractor - also changed the oil, but it needed it -
