Going to look at a A 1948 Ferguson T020 with new sleeves and pistons is that a good thing ??

That is a very good thing if put in correctly. I would have put all new bearings in also if I put in sleeves and pistons.

ok so look at the T020 runs great good clutch good power but the 3 point goes up at idle speed but will not lift anything at idle or at higher rpms ,, what is cost of rebuilding pump

Rebuilding the pump for a $25 blown pressure valve? Pressure valve at bottom of
pump submerged in water. Water causes rust. Rust causes failure...
Drain the goop, pull the side cover, 7/8" wrench comes to mind.
