TO30 will not turn over

I've just made the following upgrades

6 V positive ground system
New battery
New 1 gage battery cables
Rebuilt starter motor
There is 6 volts across the connection between the starter motor cable and the negative battery cable. At this location a Multimeter shows a connection when the starter switch is engaged
Motor does not turn over when the ignition key is on and the starter switch is engaged.
What is wrong?
 
I always treat this problem as if there is a faulty battery lead connection:

I expect there shall be several comments as to what I'm about to suggest is NOT SAFE, fare enough:

With Tractor in Neutral/NOT IN GEAR and HIGH TENSION Lead from center of Ignition COIL to DISTRIBUTOR REMOVED:

With a fully charged battery and both cables (- + ) removed from battery:

Connect a set of booster/jumper cables from the Battery to the Starter as per below:

For a POITIVE ground system:

Connect the POSITIVE(red)jumper to the Battery (+ post) and the other end to the Head of the Cap screw that holds the starter in place to the Engine:

Attach the Negative (black) jumper to the battery (- post):

When you touch the Black Jumper to the HEAD of the BRASS/COPPER connection on the Starter (Item # 44) the Starter should start to MOTOR:

Pay attention to ITEM # 21/23 24 and the actuating ROD....they are possibly faulty.

Good suggestion. Going directly to the starter isolates it and helps determine if that is truly the problem. One issue I would like to mention is the starter doesn't care about polarity. If you go directly to the starter, it does not matter which cable goes to the starter top post and which is touched to ground. So don't fret about black and red if you are going directly to the starter from an external battery.
 
I just jumped the starter motor with the battery. I got a few sparks and the starter motor slightly budged.

Next I'll pull the starter motor and bench test it
