Finally got my skip loader out of the woods, both literally and figuratively last week.
Got the engine running great, although it would be nice to know the correct ignition timing spec.
Big problem is the power steering.
With the front wheels off the ground, it turns right OK, but turning left of center meets with incredible resistance. The power steering is literally fighting me when I try to turn left with the engine on.
However if I give up part way in the left turn, and either turn right slightly or just let go of the steering wheel, it seemingly paradoxically slams the wheels hard to the left.
With the engine off, none of this happens, and the slave cylinders at the front wheels have even resistance to expanding or compressing with no sign of binding, or leaks.

Would love to see how to get to whatever valving that is at the base of the steering column, as logic tells me that this is where the insane brain, in the form of some sort of regulating valve must be located.
Pictures, diagerams and instructions welcomed.
I will be buying a mnual, but do not at the present have acess to funding needed, and am on a tigh schedule to get an important task done.

According to the I&T manual, the 134 gas engine times at 0 deg static, 26-32 deg with a timing light at 2200 RPM.

As for the steering, the problem just about has to be in the directional valve on top of the steering column. Never been into one, but would suspect it has trash in it, holding it to one side, or the centering spring is broken. Just a guess, but that is where I would look. If you go in, take careful notes, pictures... They can be confusing to reassemble.

Got any info on what needs to be taken apart to get to it?
 
Yeah, you got a check valve that is stuck open. In a normal car it would be in the
steering box. Don't know about your machine. Take off the hoses and find that
valve. Is the hose coming apart internally and sticking that valve open? Which
hose? How about installing an in line transmission filter and see what that gets
you...After you get the valve unstuck.

Sounds like I should be able to fix it if I can find it.
Or more specifically find out how to get at it.
Anyone done this on a 204 out there, or have a diagram or instructions that they can refer me too?
I intend to get a manual someday, but I need this info before then.
